In the current business environment of drastic changes,no matter what kind of industries and organizations,they need to play a more active role in the decision-making of information technology in order to benefit from it.Of course,how to effectively apply information technology depends on a good IT governance mechanism.As the country with the largest production of lead-acid batteries in the world,China's production of lead-acid batteries in 2017 reached 234 million kilovolt ampere hours,accounting for more than 40% of the world's production,and the sales scale exceeded 150 billion yuan.According to the 13 th five year plan for lead-acid batteries,the output of leadacid batteries in China will reach 350 million KVAh in 2020.As the leader of the world's advanced energy storage solutions,J company has an annual global revenue of 8 billion US dollars,more than 16000 employees,56 global facilities and 130 years of professional experience.With advanced solutions,the company continues to consolidate its leading position in the field of automotive battery technology.The annual production of lead-acid battery reaches one third of the total output of the automotive industry,and at the same time,it actively explores ways to meet the rapid growth of energy storage demand in the future.At the same time,J company attaches great importance to information construction,with an annual information investment of more than 200 million yuan.However,with the adjustment of the company's structure and strategy,there are many problems in the current information construction,including the information investment priority cannot be correctly formulated,the IT infrastructure capacity is insufficient,the digital information capacity is seriously deficient,and the delivery method cannot meet the business needs,which seriously affects the company to achieve the established strategic objectives.The emergence of these problems is largely due to the fact that J company has not yet established a scientific IT governance system,can not make scientific management on the input and decision-making of information construction,and can not correctly set,control and monitor the objectives of information construction.This paper analyzes the current situation of information governance in lead-acid battery industry,and combines it governance,COBIT framework,enterprise information strategic management,enterprise architecture and other corporate governance theories to carry out the research on it governance system of lead-acid battery enterprises,and optimize the design from it strategy,it management and control mode,it governance project,it talent organization and it performance management.And J company is used to verify the application of IT governance system.The research is of great significance to improve the IT governance ability of lead-acid battery enterprises,including J company.In theory,COBIT framework and related theory of IT governance are combined with practical application to enhance the practicability of IT governance theory.In practice,the design of IT governance system is an exploration of IT governance practice in lead-acid battery industry.It is of great practical significance to accelerate the informatization construction of lead-acid battery industry,optimize the informatization investment,and improve the informatization performance and value.This paper is divided into five chaptersThe first chapter is the introduction,which mainly introduces the background of the research and the significance of the topic.In addition,it introduces the research methods,research contents and the framework of the paper.The second chapter is the theory and literature review,which describes the related corporate governance theory,it governance theory,the relationship between IT Governance and corporate governance,COBIT framework theory,enterprise architecture theory,enterprise information strategy theory,and reviews the current situation of IT governance system at home and abroad.The third chapter is the design of IT governance system.Based on the investigation method and qualitative analysis method,this chapter makes a detailed analysis of the current situation and demand of lead-acid battery enterprise informatization,takes the information construction of lead-acid battery enterprise as the research scope,takes the IT governance system as the research object,and establishes an effective IT governance system based on COBIT governance framework and other theories.The fourth chapter is the verification of the IT governance system of J company.Based on the case analysis method,this chapter verifies the IT governance system of J company based on the IT governance system of lead-acid battery enterprises and the implementation effect of the subsequent IT governance system.The fifth chapter is the summary and Prospect of the whole paper.The main work and innovation of this paper include:(1)building it governance system of lead-acid battery enterprises.(2)Take company J as an example to verify the feasibility of the system.
