In China,China Mobile,China Unicom,China Telecom,China Tower,China Radio and television and other enterprises have developed rapidly in recent years,building communication networks nationwide.At present,it is the peak of 5g communication network construction in China.A large number of communication construction projects have been approved and implemented,Higher requirements are put forward for the work quality and efficiency of communication design units.However,based on the analysis of the current situation of the industry,the current level of knowledge sharing and transfer of communication design projects has restricted the leapfrog development of the industry,It is unable to meet the training needs of the current large number of personnel and the project schedule needs of the current tight time and heavy tasks.Even if there is research on the theory of mobile communication design project management,the main research areas are also focused on schedule management and quality management,with little research on knowledge management theory.Through case study,the current situation of communication design industry is summarized as follows:Frequent personnel changes of the project department lead to knowledge loss?There is no comprehensive and effective knowledge sharing and transfer in the process of personnel change?Lack of knowledge management system and reliable platform?Insufficient knowledge standardization and informatization?Lack of knowledge decentralized backup and backup knowledge call ability?Low level of knowledge transfer across projects.Up to now,there is no reliable model and method of knowledge sharing and transfer for mobile communication design project,Although many project managers and engineers in the industry have realized the importance of knowledge management,there is no complete and specific theoretical research to solve the practical problems.After the change of designers and the establishment of new projects,they will go through a period of "adaptation period",or even a difficult "complaint period".Because after the change of personnel and the establishment of new projects,explicit knowledge and tacit knowledge,such as skills and experience,cannot be effectively shared and transferred.In the case study,in more than 10000 data records fed back by design engineers from 2013 to 2017 in Beijing CY Project Department of Beijing ZY Design Institute,through preliminary data mining and analysis,it is found that personnel flow and project mobilization have an impact on work efficiency and quality.When there are many stable and experienced designers,the survey success rate increases,which saves the project cost and improves the project progress;on the contrary,when there is a big change in personnel and a large number of new employees join the project team,the survey success rate plummets,resulting in a large number of repeated appointment cooperation and survey disclosure workload.Through case study and theoretical analysis,seven measures are put forward.Therefore,in the mobile communication design project,it is very meaningful to introduce the knowledge management theory,and carry out the research of knowledge sharing and transfer.This research will have a positive impact on the communication design project in terms of cost,schedule,quality,etc.,and improve the knowledge management level of the project team and even the industry.
