The Research On The Function Construction And Ability Improvement Strategy Of Library Think Tank

China has stepped into a new era,facing the continuous improvement of China's international status and the rapid development of economic society,our country is facing the fierce competition in the world,facing the increasingly serious problems of population,energy and environment,to deal with these complex global problems and solve the problems in development.It is necessary to develop think tanks as an important support for scientific decision-making at the national and local levels,especially the development of a new library of think tanks with Chinese characteristics.This article takes the university and the public Library think tank as the research object,based on the relevant theories of information and knowledge transformation and the relationship between library and think-tank Construction,this paper investigates the present situation of the construction of library think tank in China,combining with practice,using literature research method,telephone questionnaire survey,statistical method,inductive analysis method,etc.This paper sums up the problems existing in the construction of the library's think tank,and analyzes how the existing ability of the library as a think tank can solve the problem effectively and scientifically.The aim is to improve the library's ability to serve as a think-tank,promote the library to transform from "Information Distributing center" to "the birthplace of Wisdom",and provide intellectual support for the strategic decisionmaking of Government,enterprises and related institutions,and promote the development of philosophy society.And finally realize the construction and development of the library as a new think tank in China.This paper first explains the background and significance of the topic,expounds the present research situation at home and abroad,and makes clear the research content,research method and innovation.On the basis of this,the paper introduces the knowledge service of the library,the characteristics of the knowledge production of the library as a think tank,and explains that the library can carry out the knowledge production process with the think-tank and define the connotation of the library think tank.Second,the statistical survey of the Library and The home think tank has analyzed the problems and solutions.Then,from four levels,it is proved that the library think tank is the ideal choice for the college think tank.Finally,this paper probes into the construction conception of the new think tank based on library,especially the organization structure and function content of the library think-tank,and probes into the management and cooperative operation of the functional executive Department of the think-tank,from the information layer,the knowledge layer,the intelligence layer,the comprehensive layer 4 Level,it gives the strategy of Library's ability to promote think tank.Improve the efficiency of the use of human resources,enhance the sharing of knowledge resources and knowledge spillover effects,enrich the national talent Training model,promote multi-level communication and communication,and ultimately form a service to the state and local government for the purpose of scientific decision-making research as the main direction,through the organizational structure and management methods of innovation,Contribute to the construction of new think tank with Chinese characteristic.
