Research On Information Poverty Alleviation Model Based On Information Needs Of Poor Population

Traditional information poverty alleviation strategies often adopt the top-down model,which tends to neglect the information needs of the poor population,and the efficiency of information utilization and transformation is then rather low.The theory of participatory development emphasizes the comprehensive involvement of poor Population in development projects,and the poverty alleviation work is carried out based on the information needs of poor Population,and the poverty alleviation action is more targeted.Therefore,researchers selects the M county and P county,H Province,Which are respectively national-level poverty-stricken county and provincial-level poverty alleviation and development key county,as the site for field survey.Questionnaire survey,in-depth interviews and observation were used to deeply understand the information needs and influencing factors of rural poor population,and apply participatory development theory,researchers construct participatory information poverty alleviation model,so as to provide suggestions for accurate information poverty alleviation.The study found that poor people have strong demands for all kinds of information,among which the information consultation and production information is most needed;the detailed information that the poor population needs are in such order as: meteorological and disaster prediction and prevention information,agricultural product market information,getting-rich information,healthcare information,Agricultural materials supply information,Poverty alleviation and poverty reduction information,Agricultural science and technology information,etc.The commonly used channels to acquire information are TV media and interpersonal communication.Using multiple-level regression analysis,it was found that the Information importance awareness,Information sensitive consciousness,Information seeking consciousness,information utilization ability,and information dissemination ability were the five important variables that positively affect the Information needs of the poor population.Based on the information needs of poor population,researchers uses the participatory development theory to construct the participatory information povertyalleviation model.The main body of participatory information poverty alleviation is poor population.To establish the main body status of poor population,the government needs to take the initiative to establish a ‘partnership'with poor population,improve the poor people's awareness and ability of information participation,and coordinate the participation of social forces.The content of participatory information poverty alleviation is based on the category and content of information needs of the poor population,including enhancing the development capacity of the poor themselves with productive information and non-agricultural vocational development information,enriching the spiritual life of the poor people with life information,building a platform for communication and interaction between experts/village ‘capable persons' and poor people,attaching importance to local knowledge and participation of poor people,and building an online sales platform based on ‘acquaintance circle'.The methods of participatory information poverty alleviation are based on the characteristics of the use of various information access channels by the poor population.This includes giving full play to the influence of TV media and village cadres in information dissemination,attaching importance to the important role of mobile phones in information dissemination,improving the information dissemination effect of limited broadcasting,and changing the ‘top-down'technical training system.The effect evaluation of participatory information poverty alleviation emphasizes the participation of poor population.The construction of project evaluation index system includes five aspects: the coverage degree of information infrastructure,the participation and utilization degree of information poverty alleviation projects by poor people,the evaluation of local information services by poor people,the satisfaction degree of information needs of poor people and the cultivation of information literacy of poor people.
