In order to achieve the strategic goal of building a well-off society in an all-round way,lifting the poor people out of poverty in rural areas and taking off their hats in poverty-stricken counties by 2020,the role of the discourse right of poor peasants in the struggle against poverty can not be underestimated.Because poor peasants are the object of poverty alleviation and the main body of poverty alleviation,they have the discourse right in how to get rid of poverty,where to start and how to put it into practice.In the previous studies on the discourse right of all social strata,it is generally believed that the vulnerable groups,such as farmers,women,College students,are part of the group that lacks the discourse right or even has no discourse right,especially farmers.And the relevant theoretical research of discourse right is divided into the theory of discourse right from the perspective of optimism and the theory of discourse right from the perspective of pessimism.This paper combines the discourse right of poor peasants with the poverty alleviation policy in recent years,and takes Pingxi Village of Hefeng County as a specific research sample to explore the discourse status of poor peasants in poor rural areas.The first part is a brief introduction of Pingxi Village,a precise aid village.From the aspects of natural geography,culture,education and medical treatment,material life,social,political and economic conditions,the author briefly explains that poverty in Pingxi Village is omni-directional and multi-faceted.Pingxi Village has a lots of representativeness,which can be used for reference for other villages to achieve poverty alleviation.After precise poverty alleviation,poor peasants tend to express their vital interests positively.The second part is empowerment of precise poverty alleviation policy.Poverty alleviation policies provide support to poor peasants in many ways,help them in economic poverty alleviation,give them more subsidies to achieve financial prosperity;support their wisdom in culture and education,help them to improve their cultural quality by organizing cultural,educational subsidies,agricultural technology and so on;support their aspirations in ideology and help them to "idle and lazy" by doing ideological work.”Through these measures,the poor peasants can lift themselves out of poverty and so on,so as to enhance their voice.The third part is mainly about the audience's attitude in the field of precise poverty alleviation information.From the relevant theories of Birmingham School on sub-culture research,we can see that peasant culture belongs to sub-culture and has been on the edge of politics,economy and culture for a long time,which makes them resist the mainstream ideology by keeping silence,aphasia,distrust and hesitation.According to the author's investigation,in the initial stage of the information of the precise poverty alleviation policy,many poor peasant households hold a distrustful and hesitant attitude towards the policy information.After a period of observation,the poor peasant believed that the precise poverty alleviation policy really helped them,the attitude began to change to identity.The fourth part is the communication channel of discourse information.Mainly divided into top-down mass communication channels,can achieve efficient feedback interpersonal communication channels and modern network communication channels.The fifth part is the end of the paper.In view of some problems existing in Pingxi Village,some countermeasures are put forward,which are mainly divided into three aspects:improving the cultural quality of rural elites,helping people,poverty alleviation professionals and other personnel to achieve accurate information transmission;balancing urban and rural development to build confidence for farmers to exercise their right to speak;and vigorously developing rural media integration to narrow the digital divide between urban and rural areas.
