Research On Information Service In Precision Poverty Alleviation From The Perspective Of Information Ecology

In 2013,General Secretary Xi Jinping proposed “precise poverty alleviation” for the first time during his inspection tour in Xiangxi,Hunan Province,and in 2014 the central government formulated the top-level design of precision poverty alleviation work to comprehensively promote the implementation of the precise poverty alleviation policy.Since then precision poverty alleviation has begun to be carried out throughout the country.Accurate poverty alleviation mainly focuses on the precise object of support,precise project arrangement,accurate use of funds,accurate measures,the precision of sending people to the village,and the accurate effectiveness of poverty alleviation.Information as an important element throughout the work of poverty alleviation,its precision will directly affect the implementation and effectiveness of poverty alleviation work.Therefore,how to improve the existing information services in the precise poverty alleviation to improve the efficiency and effectiveness of information poverty alleviation is worth considering.At present,most scholars only pay attention to the information needs of poor households in the information flow of poverty alleviation workers——poor households,and ignore the information needs of poverty alleviation workers in the information flow of poor households——poverty alleviation workers when conducting poverty alleviation research.However the information needs of poverty alleviation workers are indispensable:from a practical point of view,poverty alleviation workers assume the role of major players and implementers throughout the poverty alleviation work and whether the information that they received from the poor households can meet the needs of poverty alleviation workers to carry out poverty alleviation work will directly affect the efficiency and effectiveness of the entire poverty alleviation work;from a theoretical point of view,the complete information flow of poverty alleviation work should be a two-way information flow(derived from the abstract poverty alleviation workflow),rather than a one-way information flow,and its complete information flow is that poverty alleviation workers firstly obtain the poverty information through the information flow of poor households——poverty alleviation workers,and to lock down the causes of poverty.Then,the poverty alleviation workers provides the assistance information to poor households through the information flow of poverty alleviation workers——poor households.Therefore,this study considers the information flow of poor households——poverty alleviation workers and introduces the relevant theory of information ecology to study the whole poverty alleviation work,and explores the problem of information service in precision poverty alleviation by integrating the two-way information flow of poverty alleviation with the information ecological chain and information ecological elements.Firstly,based on the previous field research experience and follow-up questionnaire data,the author summarizes the information needs and information service status in the precise poverty alleviation,and based on the comparative analysis between the two,the information service problem in the precise poverty alleviation is put forward;then,the problem is interpreted from the perspective of information ecosystem,and the causes of information service problems are analyzed based on the information ecological chain and information ecological elements.Finally,the targeted information service optimization strategy is proposed according to the cause of the problem.It is expected that the relevant conclusions of this study can provide reference for the problem of information poverty alleviation under the strategy of precision poverty alleviation,so as to improve the effectiveness of information poverty alleviation.
