For the sake of solving the problems of manual circulation that affects the efficiency of examination and approval,high cost of paper archives management and disunity of file management standards,which are common in the management of tax collection and management archives,promoting the electronization and informatization of management of tax collection and management archives,and enhancing the efficiency of business management safely and efficiently,optimizing and integrating resources,making efficiently use of them,saving tax running costs and facilitating taxpayers,achieving " two-way " burden reduction of tax authorities and taxpayers,and standardizing the whole process of collection and management of archives,a set of electronic archives images management system,which will be popularized and applied to the whole city bureau in the next step,is decided to developed and constructed by the Local Tax Bureau of A City.In order to do a good job in the design and development of the electronic archives images management system,the requirements of A city local taxation departments for the electronic archives images management are firstly combed,which extract the requirements and overall frameworks of the electronic archives images management system.In order to improve efficiency of the development and reduce costs of the development,Struts + Spring + Hibernate technology framework and MVC design pattern are comprehensively adopted by the system,which make the programming more clearly and efficiently.Oracle Database system is used by the system.According to the development requirements and function settings of the system,the system database is divided into two databases.On this basis,the data tables are designed to meet the use of system management functions.The detailed designs of the system are analyzed and explained in this paper.The internal object and interactive relationship,internal object settings and functions,page settings are introduced in detail.In the development and implementation part of the system,the business functions,operation interfaces,main processing flows and main program codes of each functional module of the system are analyzed and introduced in this paper one by one.Finally,the system testing processes and results are introduced in detail.Analysis and summary are made by the paper,both with some brief suggestions for the next step of the system improvement are also been made.After more than four months of research and development,Electronic Archives Images Management System of A City Local Taxation Bureau has been completed and delivered to use in January 2018.Next,the application of the Electronic Archives Images Management System will be extended to the whole city Bureau.The successful development of the system has successfully achieved the following development objectives of the development unit: first,to fully standardize the entire process of collection and management of archives,to achieve electronic " one-door " archives management,so that archives information can be easily,efficiently and quickly find and use.The second is to use electronic archives instead of paper materials in the system for examination and approval of the circulation,greatly improve the efficiency of tax running,maximize the convenience of taxpayers,promote more information network,so that taxpayers run lessly.Thirdly,it saves both tax human resources and the space for archives storage,reduces both the cost of archives storage and the heavy labor brought by the tax administrators for archives sorting,smoothly realizes the goal of reducing the burden of the tax authorities.
