Research On Project Scope Management Of E-government In Xide County,Liangshan

With the rapid development of electronic information technology today,how to effectively use the electronic information technology of biochemical reform of our country's government,realize the efficient government office,intelligence is an important content of the work.But because of China's current e-government has many problems,especially in the Liangshan Xide county economy backward infrastructure construction in minority areas,harsh natural environment,backward public facilities and cultural complex construction projects that do not get a promotion,resulting in project construction effectively,because of parties coordination is not reasonable,lack of planning and control,it is difficult to determine the scope of the project construction,the sharing of resources is difficult to meet,so it must be standardized management in e-government projects,introduces ideas and methods of project management,set up feasible,standardized project management system,promote e-government construction project management efficiency,to ensure the implementation of the success of E-government projects.This article embarks from the related concept of the scope of the project management and the basic theory,combined with the Liangshan Xide County e-government construction project implementation,in accordance with the scope of the project demand analysis,scope definition,work decomposition results,several process control and change scope verification scope,in the scope of the project management problems in the construction of e-government projects analysis of the effective management methods.In the demand analysis,the project stakeholders and demand level overlay analysis was adopted to sort method,in order to establish the reference range plan and demand management is relatively comprehensive,precise and reasonable project,put forward the steps and methods of project demand analysis,discuss the method to solve initial demand of e-government project is not clear,the scope of the project execution in the frequent changes of the problem;in the aspect of project work breakdown structure,project work breakdown structure,project task decomposition,the allocation of responsibilities from different dimensions of project products,put forward the decomposition method structure suitable for e-government project,what,what to do is to solve the project,how to do the problem,discuss the task decomposition unreasonable scope in the whole process of project management,care for this and lose that ways to solve problems;In the scope of control,the project scope change cause analysis,project change prediction and analysis to the project baseline range based on a set of strict,efficient and practical project scope change control process design and management methods,the way to solve the project scope control process needs the spread of problems.Through this study,to build Liangshan Xide County e-government network platform,accelerate the pace of project construction,after the completion of the project can greatly improve the efficiency of government,improve the regional service function,provides a more efficient operating platform for the area of poverty alleviation task.In addition,the successful implementation of the project is in the harsh natural environment,the construction of public facilities is not perfect,the division of the complex,prominent ethnic problems in the area of building e-government network platform project provides valuable experience and material.
