Countermeasure Research On Information Communication Promoting Precision Poverty Alleviation In Ganzi Tibetan Areas Of Sichuan Province

Poverty is the biggest stumbling block in China's development process.At present,China's poverty alleviation situation is still very serious.Accurate poverty alleviation has been receiving much attention since its introduction,and it is also a research hotspot of current scholars.The Tibetan area is the largest contiguous destitute area in China,with the largest population in Tibet and Sichuan.Sichuan's Tibetan population ranks second.The natural environment and ecological environment in the Tibetan areas of Sichuan are relatively complex and fragile,and in the harsh environment,they are also facing the danger of frequent natural disasters.All of these meet,making Sichuan Tibetan areas become the top priority of poverty alleviation work in the country.weight.Ganzi Tibetan Area is the largest area in Sichuan Province.The Tibetan population accounts for 77.8% and the poverty population is 197,400.Ganzi Tibetan areas have a high level of poverty and a very wide range of poverty.The ageing of the population,the high incidence of diseases,the lack of self-development capabilities,and the frequent occurrence of natural disasters are the causes of poverty.In the Tibetan areas of Sichuan,the Ganzi Tibetan Area is the largest poverty-stricken area.At present,the research on precision poverty alleviation in China mainly focuses on the precise poverty alleviation policy,the interpretation of connotation,the poverty alleviation research in individual areas,the poverty alleviation research in minority areas and the introduction of poverty alleviation results.There is a lack of vision based on development and communication,and information dissemination and poverty alleviation linked research.The research on information dissemination and poverty alleviation in foreign countries is relatively early,and the research is relatively mature.The domestic relative gap is relatively blank.In this context,this paper first analyzes the current situation and existing problems of precision poverty alleviation work in Ganzi Tibetan area.From the perspective of information dissemination,through data analysis,the status of information dissemination in Ganzi Tibetan areas,the current problems in information dissemination and acquisition of accurate poverty alleviation work in Ganzi Tibetan areas,and the information needs of poor villagers are studied.On this basis,we will strive to put forward relevant and relevant countermeasures that are conducive to precision poverty alleviation.The research methods in this paper mainly include field investigation method,in-depth interview and questionnaire survey.In September 2016 and November 2017,the author went to Ganzi Prefecture Poverty Alleviation and Immigration Bureau,Kangding City Poverty Alleviation Office,Ganzi Prefecture Business Cooperation Bureau,Kanging City Jiagenba Township Yalong Village,Rize Village,Yajiang County and other places.Investigated the local precision poverty alleviation work,interviewed the staff of the Kangding City Poverty Alleviation Office,the first secretary of the Rize Village and Yalong Village,the village cadres and villagers,and distributed questionnaires to the villagers.The survey found that the precision poverty alleviation work in Ganzi Tibetan Area has made certain progress.Many villages have been out of poverty,but there are still poor households with poor identification,uneven resource allocation,serious formalism,disconnected education,and self-development ability of poor households insufficient issues.In the precise poverty alleviation work,there are problems such as low use of information dissemination tools,unclear information dissemination,lack of targeted content,lack of technical training,and insufficient participation of poor households.The main reasons for these problems are imperfect infrastructure,imperfect communication systems,lack of a sound identification system,relatively weak ideological and cultural quality of village cadres,restrictions on the natural environment,and the poverty-stricken households' low acceptance.Based on field research and analysis of data,this paper proposes the following strategies to promote accurate poverty alleviation in Ganzi Tibetan areas based on participatory development theory and innovation diffusion theory: promoting participatory communication to promote poverty alleviation and focusing on cultivating poor households in Tibetan areas Participate in the awareness,improve the participation ability of villagers in poor villages;build a localized rural information dissemination system;improve the information dissemination environment in Ganzi Tibetan areas,improve the information dissemination infrastructure in poverty-stricken areas;enrich the information dissemination channels in Ganzi Tibetan areas,and build rural communication systems.Do a good job of characteristic communication,actively spread the advantages of the characteristic resources of Ganzi Tibetan areas;give play to the advantages of interpersonal communication,focus on the leading role of “village people”;make full use of mobile phones and social media to build a WeChat communication platform in the village;Poverty alleviation advantages,build an information integration platform.
