A Study Of The Cultural Precise Poverty Alleviation Mode In Public Libraries

The Ministry of Culture promulgated “the law of the People's Republic of China public culture service guarantee” on December 25,2016,the eighth article of this law puts forward that "the state supports a balanced and coordinated development of public cultural service by assisting the old revolutionary base areas,ethnic minority areas,border areas and poverty-stricken areas".As the main position of providing the public culture service,public library is responsible for the cultural precise poverty alleviation of the poverty-stricken areas.There are two reasons of poverty in poor areas,on the one hand,the objective factors such as poor natural conditions and inadequate infrastructure,the other is more important which is the lack of culture.Public library can change these situations such as backward ideas,low information literacy and lack of endogenous motivation and improve the living conditions and economic conditions in poverty-stricken areas through carrying out the cultural precise poverty alleviation in poor areas.Public library should emphasize "precision" of poverty alleviation in poor areas,but if the lack of two characters-"precision",it has little effect,because of different natural conditions in poverty-stricken areas,different levels of poverty,and the contents of poverty are not same,personality is far greater than the common,if take the irrigation type,blood type of poverty alleviation,palliatives.So the public library must ensure that precise poverty alleviation content,precise poverty alleviation object,must "according to a single point" to make the poverty alleviation work accurate.The article is divided into six parts.First of all,on the basis of the domestic and foreign related research overview and cultural precise poverty alleviation related theories,the paper uses website survey and interview methods,investigates the part of public libraries which implement cultural precise poverty alleviation at present and analyzes the existing problems;secondly,according to the current research situation and existing problems to construct cultural precise poverty alleviation mode in public libraries;thirdly,the paper puts forward four strategies to perfect this mode;finally,summaries and prospects the paper.In the whole research process,the fourth and fifth parts are the key points.They relate to how to construct the precise poverty alleviation mode in public libraries and how to perfect this mode.In the pattern research link,onthe basis of the target,construction principle,the paper puts forward the construction of the mode,and the mode includes service object recognition,support project selection,implementation and feedback and evaluation of the poverty alleviation.In the perfecting model link,this paper puts forward four suggests to ensure the sustained long-term operation of this mode,this four suggests are public library should accurately locate their role,improve the user information literacy,the establishment of long-term mechanism,strengthen the protection mechanism.
