A Study On Performance Evaluation Of Financial Investment In American Public Libraries

With the rapid development of China's economy,the overall income level of the country is constantly improving.At the same time,the demand for spiritual consumption is increasing,especially for the excellent public cultural products.Public libraries,as a medium capable of providing information and disseminating quality culture,can improve the quality of the people and meet the spiritual needs of the public.Therefore,it is very important to increase the financial investment,consummate the construction of public library infrastructure and enhance the service level of public libraries.However,at present,the government's investment in the library has the problem of inefficient use and large regional differences.It is the best way to improve the efficiency of capital use by building a scientific and reasonable performance evaluation system for public library financial investment January 5,2017,the library evaluation grading standards officially released,including a total of two categories of six sets of assessment standards to encourage the library to actively improve their own construction and services.March 1,2017,China's first public cultural Legal "People's Republic of China Public Cultural Service Assurance Law" was promulgated,provide responsibilities of the government in the construction and management of public culture.From these latest policies and regulations can be seen that the state attaches great importance to the construction of public cultural services.However,there are the following problems in the public library of our country:the lack of financial investment,the obvious regional gap,the performance evaluation system is not perfect,and the social impact assessment of the library service project is not involved,which seriously restricts the social benefits of the public library.The construction of performance evaluation system of American public library is relatively early.The advanced practice and experience of the United States are helpful to solve the problem that the subject of evaluation is too single and the evaluation index is too subjective.First of all,this paper studies the present situation of the financial input of the American public library,analyzes the financial investment of the US public library,the achievements and the shortcomings at the present stage.Secondly,it is the research of the performance evaluation system of the American public library financial input,discusses the development stage of the performance evaluation,the policy of the library evaluation in the federal government legislation,the evaluation subject and the evaluation standard.Thirdly,the author makes a comparative analysis on the performance evaluation methods of the American public library,and puts forward the advantages and disadvantages of each method.And then constructs the social impact evaluation model which is suitable for the financial investment of public libraries in China,taking the social impact assessment of the vulnerable services of the public libraries in the United States as the breakthrough point.Finally,it summarizes the reference significance of American performance evaluation method and social impact assessment method for our public library,and gives five policy suggestions.
