Research On Data Sharing Mechanism Of Technology Think Tank Based On Linked Data

In the era of big data,science and technology have intersected with many disciplines,and the themes of "science and technology + economy","science and technology + politics" and "science and technology + health" keep emerging one after another.The interdisciplinary nature of science and technology has made it much more difficult for science and technology think tanks to collect data.Data sharing of science and technology think tanks is to share and reuse high-quality original data obtained by science and technology think tanks in various aspects and fields in scientific research activities in the form of "machine-readable" in the organization system of science and technology think tanks,scientific research institutes and other organizations for the purpose of scientific research,so as to promote the reuse of project data.Data sharing by science and technology think tanks is easier said than done.From a macro perspective,the data resources shared by science and technology think tanks involve multiple interests,such as the government,enterprises and the public,etc.They lack the support of reasonable mechanisms,policies and systems,and cannot provide solutions to the problems related to trade secrets and personal privacy in data ethics.From a micro perspective,what format shared data should be organized,who is in charge of management,and how to achieve unified operation and management of shared data so as to ensure the quality and use of data are all difficulties in data sharing of science and technology think tanks.This paper takes the data sharing of science and technology think tanks as the research object,analyzes the problems and challenges faced by them from the macro and micro perspectives,and proposes suggestions and solutions in terms of framework,mechanism and system.Firstly,based on the actual demand of data sharing in technology think tanks,the concept of technology atlas is proposed.Through stakeholder theory and synergetic theory,the stakeholders in the sharing process are defined,and the service framework of technology map construction matching the needs of scientific and technological innovation is constructed.Secondly,the policy and system issues in data sharing of science and technology think tanks are studied.By defining the ownership of shared data and defining its main stakeholders,this paper proposes a corresponding data sharing license agreement system by referring to the existing data circulation license agreement and combining the actual needs of data sharing of science and technology think tanks,unifies the interest coordination and the guarantee of the license agreement,proposes a supporting service framework of science and technology think tanks based on interest coordination,and puts forward corresponding suggestions from the aspects of policies and systems.Finally,the implementation of technology for science and technology think tank data sharing are studied.Taking knowledge map as the main organization form of shared data,this paper discusses how to construct and maintain shared data under the condition of scientific data center as the unified management organization.In combination with HTTP,LDN,LDP and other technical standards,this paper proposes a notified-server-based interactive data management architecture,and focuses on the discussion on the description,release,maintenance and other issues in the process of data sharing,and analyzes the case experiment to highlight the feasibility of the research.
