Publishing industry is an important part of China's cultural industry.At present,China's publishing enterprises are roughly divided into large publishing groups,small and medium-sized professional publishing houses and City Publishing houses.City Publishing House is a group of 16 publishing houses established in some provincial capitals and cities with separate plans in order to promote the development of the press and publishing industry in the 1980 s and 1990 s.After a long-term hard work,the development of urban publishing houses has made great progress,and has become an important force in the publishing industry.With the deepening of the reform process,the rapid development of new publishing and the acceleration of the era of integrated publishing,City publishing houses are facing rare opportunities for development and severe challenges.Qingdao Publishing House is very representative in the development of urban publishing houses.It has developed a "Qingdao Sample" which is suitable for its own development and has the characteristics of urban publishing.Since 2010,Qingdao Publishing House has ranked first among the sub-provincial city publishing houses in terms of overall economic scale for eight consecutive years.Due to the influence of internal and external environment and the ideological attributes of state-owned cultural enterprises,the development of Qingdao Publishing House is also facing the problems of insufficient variety of products and lack of profit growth points.This paper analyzes the internal and external environment of Qingdao Publishing House,and its management system,human resources and management model.In order to provide positive suggestions for the development of Qingdao Publishing House and provide useful reference for the transformation of urban publishing houses.
