Human resources are the foundation of the organization's survival and development.The performance management of human resources has become a focal point in the transition period,which has aroused extensive attention and in-depth discussion.Performance management as an important part of human resources management and key links on human resources management has a very important role.At the same time,performance management is a systematic and challenging work in the field of human resource management research,which is determined by the ideological attributes and economic benefits of China's publishing industry.Based on the strategy of human resource performance management,through the construction of balanced scorecard method,the construction of human resource performance management system is the effective strategy of performance management.The study consists of seven parts,of which the contents of the body of the four parts,as follows:1.On the basis of reviewing and combing the research literature of human resource performance management,analyzing the political,economic,social culture and technology of X publishing group,X publishing group is the research object,and the questionnaire is distributed proportionately,Conducted a survey and analysis of the current situation of human resource performance management of X Publishing Group,and learned about the feedback and appeal of the members of the company on the performance management of existing human resources,and used the interview method to understand the specific policies and implementation of human resources performance management of X Publishing Group Process and effect to supplement the survey results.2.Based on the survey and analysis of the current situation of human resource performance management of X Publishing Group,it is not difficult to see that at present,there are some problems in performance management of X publishing group:employee performance management is not enough,performance evaluation system is not enough Assessment and the company's strategic objectives fit to be strengthened,performance evaluation indicators are not reasonable,the lack of communication with customers.3.According to the survey results,we further analyze the possible reasons for the problems in the performance management of X publishing group:the performance management strategy target system is not perfect;the performance management process system is not sound;the performance management system and the organization guarantee system are not perfect.4.Based on the strategic human resource performance management,this paper puts forward the strategic countermeasures to solve the problem of human resource performance management in X publishing group,and constructs the strategic performance management system of X publishing group human resources.(1)to build a strategic performance management target system.And sketched the strategic map of the human resources performance management of X Publishing Group.Based on the Balanced Scorecard,the index system of human resource performance management of X Publishing Group was constructed.(2)to build a strategic performance management process system.X publishing group human resources performance management process should proceed from the performance objectives to determine the performance of performance evaluation,performance diagnosis and improvement of four links,need to focus on performance communication and performance information disclosure,so as to achieve good results.(3)to build a strategic performance management system.X publishing group should establish a sound management management system,such as performance management practices,performance complaints system,performance interviews and performance evaluation results of the application system to meet the requirements of enterprise development.Through the performance management system,process to ensure the smooth implementation of performance management.(4)to build a strategic performance management organization assurance system.X Publishing Group shall establish a corporate strategy management committee and a human resources management headquarters and its subordinate departments,which are generally responsible for the senior management of the company,to ensure the efficient operation of the performance management system.
