With high-speed development of current world economy,global economic environment has been changed dramatically in recent years.The business environment of lots of international enterprises,which even have one hundred year history,has been greatly shifted accordingly as well.The existing fixed producing procedures,stable client requirements and slowly developed technologies have been forced to be transformed to an environment that needs to quickly adapt to vary client requirements with changes,and needs to be kept competitively all the time.The capability gap of traditional project management tools in the enterprises tend to be bigger,that cannot meet the new requirements.In recent research of modern project management methodology,strategic management concept has been leveraged by increasingly number of companies as an effective way to deal with changes.Strategic objectives are leading the direction of enterprise development,while projects empower the enterprise development.Projects are the foundation that holds enterprise strategy implementation.So that with increasing of projects volume,complexity level and flexibility requirements,how to ensure projects can be well aligned with strategic objectives,the effectiveness and efficiency of implementation need taken into consideration.Meanwhile,how to manage multiple complex projects on parallel successfully,and can take an overall consideration of how to rum them in an efficient way to make sure resources can be dispatched reasonable and flexible comes to a hot topic of business research.In order to solve these problems,the project portfolio management methodology has been introduced.This approach can be implemented through this new enterprise project management system to conquer the issues enterprises are facing now.On the other hand,with rapid development of cloud computing technology,it can resolve some maintenance and operation problems in the existing project management system.For example,it can improve the utilization efficiency of IT infrastructure resources,increase the infrastructure reliability,realize dynamic optimization of computing resources and enhance the scalability of system performance.Cloud services reduce the spending on maintenance cost of hardware and operation system with IT human resources cost.It released IT experts to focus on other business value-added areas like digital marketing to bring more business economic return.This dissertation focuses on research of project management concept and practical approach,with cloud computing technology to resolve the problem mentioned above.It selected EC2 cloud service provided by Amazon to implement a cloud-based enterprise project management system.During the research,the project portfolio management methodology has been studies.The Microsoft Project Server 2013 as a technical platform to host the system that has been researched.The core functional and security requirements of project management system have been analyzed.The system model has been designed after the project portfolio management product and business integration platforms have been selected and customization modules and technology implementation details have been determined.The system ultimately realized the functionalities of project portfolio management,resource capacity planning,project opportunity management,project management,resource management,timesheet management,cost management,document management and reporting.Compared with other project management system,this one is customized and implemented with a global leading company with tens of thousands of employees.This system is the first enterprise system that leveraged Cloud Computing technology.Based on cloud computing platform,it makes the project management system more stable and flexible.System can increase or decrease the hardware sources depending on the real demands of system.The implementation of this system helped corporate project proceeding aligned with enterprise strategy effectively and keep the company competitive.Moreover,the purchasing and maintenance costing of IT infrastructural source have been tremendously reduced.The system availability rate has been reached above 99.9% during the last half year running.In summary,based on the system performance,development and maintenance cost,availability and scalability,the application of cloud computing is the best practice for supporting a project management system like this.This article successfully verified and proved the advantages of cloud computing technology through the practical project,which has reference value in cloud computing applications area.
