Design And Implementation Of Emergency Rescue Command Platform

In recent years,coal accidents happen frequently in China.How to achieve scientific rescue,control the scope of the impact of the accident,to minimize the loss,has become an urgent problem for us to solve.The emergency and rescue command platform studied in this paper realizes the integrated emergency and rescue command system summarized after the accident in coal mine,which can effectively reduce the accident damage and safety of life and property.Based on the existing emergency resources and information data of a mine rescue corps,this paper establishes an emergency rescue command system.According to the preliminary investigation,the emergency rescue command system was designed according to the construction requirements of the functional requirements and non-functional requirements of the system.There are four subsystems,which are the business system of the ambulance corps,the emergency rescue command system,the emergency simulation and drill system,and the safety production scheduling and management system integration.The main research object of this paper is the emergency rescue command system,which includes the specific contents of emergency duty,emergency response,on-site rescue command,emergency resources and vehicle-mounted positioning management module.The emergency response system can quickly organize rescue workers,supplies and equipment to rush to the accident site when an accident occurs in the mine.The function of receiving alarm,starting plan,organizing personnel and equipment,collecting and classifying information is realized.On-site rescue command to implement the emergency rescue preplan start execution,can at the scene of the rescue and rescue field communication network and the emergency command vehicle wireless communication system to realize fast,emergency platform of information associated with the scene of the accident information matching,in 3 d and 2 d way to show the scene of the accident information,direct and quick to carry out the on-site rescue work.It mainly includes 3d visualization of rescue command and dispatch,information management information collection and feedback of on-site rescue process,information management of the end of rescue and other functions.The system adopts B/S architecture,SQL2008 as the database management system,ADO.NET Entity Framework4.0 and.net MVC4.0 as the development technology to ensure the advancement and expansibility of the system and extend the life cycle of the system.At present,the system has been put into use,all the functions can meet the existing needs.
