The safety of China’s civil aviation transportation industry which is one of thefast-growing industries has been the hot point in the entire field. Civil transportation airportsis the main body which is responsible for handling with unexpected accidents and conductingemergency rescue plans. How timely and efficient organization of emergency rescue work isan important direction of research in the field of civil aviation safety. Based on GISemergency rescue system of civil airports for civil transportation airports emergency rescuework provides powerful decision support information.Firstly, starting from the emergency relief work in the visualization requirements, usingof ArcGIS software and the component of ArcGIS Engine which have been applied in thecivil transportation airports emergency rescue Figure visualization, the system has carried outmost of the operation functions of GIS software, such as zoom in, zoom out, pan, eagle eyeand attribute-based and location-based query in many ways. And then, the emergency rescuedatabase is designed, including emergency rescue personnel database, the rescue unitsdatabase, rescue material database and rescue group database. A applying ADO.NET databasetechnology, the database is further developed the data is managed through Shapefile fileswhich store spatial data and Database of Access which store the attribute data. Finally, thethesis designs the best path analysis system by ArcGIS software, the secondary developmentcomponent of ArcGIS Engine and the developed platform of Visual C#.NET2008. The roadlayer in the electronic map of the civil transportation airports is drawn by GIS, and thestructure picture of network topological relation is set up. Dijkstra algorithm is realized byuse of visual programming tool on the chart of topological relation to search the best pathbetween two points in the area of the civil transportation airports.Above all, through developing emergency rescue system, this paper discussesdevelopment means that the component of ArcGIS Engine and platform of Visual C#.NETand Access technique which have been applied in development of Emergency Rescue Systemof Decision Support. It has made a useful exploration on construction of Emergency RescueDecision Support System.
