Abstract/Summary:
With the rapid growth of the national economy, the problems that the government carries out emergency rescue become diversify gradually, especially in the fields of natural disasters、traffic accidents、coal mine accidents、hazardous materials spills、public security and other areas. How to strengthen the handle of emergencies effectively and improve treatment of emergency events, it is the urgent needs of implement the government functions comprehensively. In this paper, the author proposes the emergency rescue and command system based on.NET platform, which achieve the integration of the command system on the process that from receiving alarm、accident treatment to accident experience summary. It improves the ability of dealing with unexpected things for emergency rescue command center; while considerably reduce the loss of the affected areas or people.This paper comes from Production Safety Supervision and Administration Bureau’ emergency rescue command platform construction projects in Jin cheng, Shanxi, emergency rescue command system is the software developed in the project. According to the two months of local research、technical specification requirements of National Emergency Office and the constant communication and consultation between emergency command center director and senior, the rescue command system based on.NET was developed out. This system uses.NET 4.0 platform and B/S architecture based on online Map GIS technology, storage technology and digital plans technologies, achieving the decision support function of the emergency rescue command system. The real-time data acquisition、publishing and retrieval on the platform are all achieved through dynamic web technology, this can ensure the timeless、accuracy and authenticity of data information. And improve the speed of the whole system dramatically and enhance the usability of the system. The platform is designed and implemented by an object-oriented language C#, wherein the design of database uses Microsoft’s SQL SERVER 2005. Through the digitized input of Emergency Rescue Information, can provide the user decision support accurately and timely, improve the efficiency of emergency rescue.
