With the advent of the digital age,the Internet has become a new impetus to change people's learning,work and lifestyle.How to effectively use information resources,master new digital technologies,and rationally conduct network behavior has become a new requirement for the basic capabilities of social citizens.To better adapt to the digital society and exert its own capabilities and values,citizens' digital literacy education is extremely urgent and important.Public library is an important force of social information resource service.It bears the important functions of civic education.It has certain advantages in terms of geographical distribution,resource types,service methods,user groups,and propaganda channels.It can be comprehensively and deeply targeted to all the people.Sexual digital literacy education,so public libraries should undertake the important task of digital literacy education.This paper firstly combs the relevant research on digital literacy education at home and abroad,summarizes the important theories of digital literacy related concepts and contents,and lays a theoretical foundation for this paper.Then we use a variety of search tools and field interviews to conduct research and analysis on the digital literacy education practice of libraries,governments,schools,enterprises and other organizations at home and abroad.The survey results show that foreign digital literacy education practices show multiple levels of integration and characteristics of universalization and digitization,and have formed a comprehensive and systematic education model;while the practice of digital literacy education in China is still in its infancy,and some basic network facilities have been completed at the national level,but national projects for citizens'digital literacy have not yet been developed.The practice of digital literacy education involving libraries is relatively scattered,and there are few inter-institutional cooperation.The content of digital literacy education is incomplete and single,and there is a lack of a comprehensive digital literacy education system as a whole.Therefore,from the four aspects of education implementation subject,education object,education method and education content,this paper constructs a digital literacy education system of Public Library with multi-party linkage,in which the main body of education implementation is public library.The government provides guarantees on policies,facilities,funds and space.The school and the public library form a two-way cooperation in education and resources.The enterprises support each other in terms of technology and talents,and the media plays a role of propaganda and supervision.At the same time,the specific implementation strategy is proposed:the public library should improve the digital literacy service system,enhance the digital literacy level of the librarians and innovate the digital literacy education method;the government should improve the infrastructure equipment,improve the legislation and formulate policies,and increase capital investment and space construction;public libraries and schools should cooperate to carry out digital literacy education and strengthen the sharing of resources;public libraries and enterprises should promote mutual support of technical products and enhance exchanges and cooperation of human resources;media should integrate resources and mobilize platforms to strengthen propaganda and supervision.This paper proposes a digital literacy education system of Public Library with multi-party linkage,and elaborates on its specific implementation strategy,which will help enrich the theoretical research on digital literacy education in China,and provide reference for the development of digital literacy education in public libraries in China.The development of digital literacy education practice enhances the digital survivability of citizens,especially vulnerable groups,improves the overall digital literacy level of the society,and promotes the harmonious development of the digital society.
