Research On The Countermeasures Of National Reading Promotion By The Hubei Public Library

Reading is only concerned about the formation of personal world outlook,outlook on life and morality,but also related to the future of the country and nation.Reading exists everywhere of life,which is an important means for people to understand and change the world,and also a way for individuals to improve their literacy and cultural level.Many countries around the world have taken measures to promote reading and education,and UNESEC established the "world copyright and reading day" to call on the world to pay attention to reading,as well as the protection of intellectual achievements.In the 21st century,Internet and information technology has greatly improved people's living standards,but also quietly changing people's reading habits and ways.What's more,New media has brought various channels of receiving information,leading to a certain degree of neglect of reading.In the late 1990s,several departments of China jointly initiated "knowledge engineering",which gradually developed into a nationwide reading campaign.Since 2006,"Reading for all" has been highly valued by the government and has been stressed in the government report several times.The legislative work has also been implemented one after another.Various activities have been actively carried out to promote reading for all.As an important position of national reading,public library bears much of the responsibility.This paper takes the public libraries of Hubei as the main object,then sorts out the development of national reading abroad through literature analysis,and also summarizes the development process and research status in China.On the basis of the sixth evaluation and grading data of public libraries at and above the county level in Hubei,this paper summarizes the development of three-level nationwide reading in provinces,cities and counties,as well as the achievements of in brand construction,publicity service,resource construction and reading guidance during 2013-2017 Finally,under the guidance of new public management and the new public service theory,the paper provides some suggestions on mechanism,staff,service and activity construction in combination with the public library law,the relevant measures for nationwide reading of Hubei,and the experience of reading promotion at home and abroad in order to guide the next stage of the reading promotion work of Hubei public library.
