Research On The Management Of Village-level Archives

The report of the 19 th National Congress of the Communist Party of China clearly stated that it is necessary to implement the rural revitalization strategy.The rural revitalization strategy covers six aspects of rural economic construction,political construction,cultural construction,social construction,ecological civilization construction and party building.With the rapid development of the social economy,the agricultural modernization and the rural areas have been continuously improved,the rural infrastructure has been gradually improved,the peasant habitat environment has been greatly improved,the villages and towns have changed dramatically,and the types and quantities of village-level archives have increased dramatically.Strengthening the management of village-level archives and providing archival cultural support for the implementation of the rural revitalization strategy has become a key issue for archivists to solve.In November 2017,the “Village Archives Management Measures” jointly issued by the National Archives Bureau,the Ministry of Agriculture and the Ministry of Civil Affairs was officially promulgated.In 2018,the National Archives Bureau held a symposium on archives work serving rural revitalization strategy to further standardize village-level archives.Management and service in rural areas under the new situation have put forward specific requirements.Therefore,archives departments at all levels must strengthen village-level file management and promote archival work to serve the rural revitalization strategy.After a long-term investigation on the management of village-level archives,I found that the file work became weaker toward the grassroots level.Taking Jiaocheng County as the research object,I found that there were some problems in the village-level file management work,and summarized the Jiaocheng County at the village level.The difficulties encountered in file management,analyze the causes of problems,propose corresponding solutions,provide theoretical support for improving and standardizing village-level file management,and make theoretical references and contributions to improve the management level of village-level archives in other counties.The full text has four chapters:The first chapter is an overview of village-level file management theory.It explains the content and classification of village-level archives.It describes the links of village-level file management from six aspects: collection,sorting,identification,custody,statistics and utilization.The meaning of management was analyzed;The second chapter takes Jiaocheng County as an example to summarize the current situation of village-level file management and summarize the series of measures and achievements and achievements of Jiaocheng County in the management of village-level archives;The third chapter analyzes the problems and causes,and analyzes the problems of backward facilities and equipment,insufficient file management personnel,irregular file collection and collation process,and low utilization rate in the current village-level file management work in Jiaocheng County.It is because there is a general lack of archives awareness,insufficient capital investment,insufficient operational capacity of archivists,irregular management systems,and backward information construction.The fourth chapter gives specific solutions to the problems,from the enhancement of the national archives awareness,increase capital investment,strengthen the construction of talent team,standardize management links,improve management mechanisms,and build a convenient service system.
