Research On Subject Selection And Determinationof Rights And Responsibilities For Village-Level Archive Management

Strengthening village-level archives management is of great significance for serving the rural work under the new situation,promoting the implementation of the rural revitalization strategy,and protecting the rural historical and cultural heritage.In January2018,the "measures for the management of village-level archives" was formally implemented.As China's first national village-level archives work policy and regulation,it plays an important guiding role in the management of village-level archives in China.The promulgation of "measures for the management of village-level archives" has set off a great upsurge in the practice and exploration of village-level archives management.In recent years,some scholars have disputed the applicability of the two management modes of "village file village management" and "village file town(township)management".The fundamental difference between "village file village management" and "village file town(township)management" is the different subjects of village file management.Taking the village-level archives management subject as the research object,the author conducts a research on the selection and power and responsibility determination of village-level archives management subject by combining field research with inductive analysis.Firstly,the paper introduces the basic concepts,categories and characteristics of village-level archives,and through sorting out relevant policies,it is able to understand the historical changes of village-level archives management subjects.Through investigation and analysis of actual cases,this paper discusses the problems existing in the main body of village-level archives management.By exploring the reasons for the different subjects of village-level archives management,the necessity of the coexistence of different subjects is demonstrated.By summing up the factors affecting the selection of subjects in village-level archives management,a reasonable selection strategy is constructed.By clarifying the rights and responsibilities of different management subjects to ensure the long-term development of village-level archives management under different modes.China's rural region vast,administrative village economy,culture,planning and construction,and so on and so forth each are not identical,the village of archives management condition and archives resources present a bigger difference,the author tries to build the village archive management subject selection strategy and clear management responsibilities,the construction of more scientific and perfect village archive management mechanism,hope of village-level file management can be used for reference.
