With the rapid development of social economy,a large number of chemical concentrated areas have been built in various regions in order to improve their national economic level.These chemical concentrated areas provide help for local economic development and population employment,but also bring relatively large security risks.The state government attaches great importance to safety in production and emergency response.Within a short period of time,laws and regulations have been promulgated,such as the Emergency Response of the People's Republic of China and the Decision of the State Council on the Implementation of the General Emergency Plan for Public Emergencies.During the two sessions in 2018,the Ministry of Emergency Management was established to coordinate the work of safety production and emergency management.European and American developed countries have already formed a relatively perfect emergency rescue system.Due to historical reasons,emergency rescue work started a little late in China.Emergency rescue information construction is still in the top-level design and overall planning.Although some provinces and municipalities have carried out emergency rescue information construction work,most of them are in the verification stage.At present,there are still many problems:1.Without a unified information construction standard,emergency rescue information systems at all levels can not achieve data sharing and interaction.2.Emergency plans mostly rely on manual preparation,which is inefficient.At the same time,emergency materials,equipment,contingents and other emergency resources of government departments at all levels can not be fully grasped.The Emergency Rescue Command and Management System designed in this paper uses Spring MVC framework and Java language to develop.On the basis of fully absorbing the daily work flow of emergency rescue,the Emergency RescueCommand Management System has been developed.The article focuses on the following aspects:1.Establish a unified data exchange platform to provide standard interfaces for accident information and emergency resource information.2.According to the emergency disposal plan of accident automation production.The management of emergency materials,equipment,contingent and other emergency resources is realized by combining GIS maps.3.Digitalize the emergency disposal process.Accident disposal can be realized from six links: start-up disposal,information reporting,start-up plan,project production,continuous dispatch and termination of rescue.4.Adopt the mainstream system development technology and framework to complete the development of the whole emergency rescue command and management system.The emergency rescue command and management system designed and implemented in this paper has been running in a formal environment.Demonstration and presentation for multiple leaders.It is of great help to government departments in the process of drilling and disposing of unexpected accidents.
