On The Management Of Rural Libraries In Liaoyang

Rural libraries are a huge cultural project for people's livelihood across the country,and the end of the Rural Library construction also stands for the beginning of the management of them.Although Liaoyang has made a lot of work on the management of Rural Libraries,there are plenty of deficiencies in management,which have to be admitted.The management of rural libraries in Liaoyang needs strengthening urgently.Based on the theory of new public management and new public service theory,the article made a detailed description to the present status of the management of Rural Libraries in Liaoyang,using interview method and literature analysis.Meanwhile it illustrated the significance of strengthening the management of Rural Libraries in Liaoyang and problems,which are the cause of the poor management,are analyzed in detail.The management problems of Liaoyang Rural Library exist in the nonfeasance of administrative department as the management main body,the farmers'enthusiasm which has not been aroused,Rural Libraries' content that was not abundant and lack of management talents with high quality.The fundamental reasons of these problems are divided into five aspects.The first is that the government responsibility does not reach the designated position;the second is that the diversified investment mechanism has not been formed yet in rural libraries;the third is the management system is not sound;the fourth is not resorting to social resources;the fifth is that talent reserve mechanism is not sound.To solve above problems,the article puts forward that the governments at all levels must assume their responsibility;to raise funds to support rural libraries' development;to strengthen the construction of libraries themselves;to optimize the allocation and play a positive role of libraries as a bond;to establish long-term public management class talent pool mechanism.This will promote the development of the rural libraries in Liaoyang,provide the beneficial reference to build well-off society and provide the certain theory reference and practice reference to the rural library management in Liaoning province and in other parts.
