Research On The Integration Of Rural Library Service Resources In China

In rural areas of China, there are no public libraries of complete sense currently, but rural residents’ needs for reading, information services never disappeared. This is why the Rural Libraries, the National Cultural Information Resources Sharing Project and other related projects be implemented. These projects have played a role in promoting cultural development in rural areas. Yet some drawbacks were gradually emerging along with the development of practice, such as lack of scientific top-level design, overall planning, and co-ordination. The historical development of rural library also told the truth that project constructions are far from enough in forming a sound development. Decentralized construction and the lack of overall planning not only bring problems to the implementation of the township government, but also bring a range of issues like repeated construction, waste of resources, services and absence of effective service.This paper took the projects related to rural library services as the research object. On the status of the investigation, this paper raised existing problems in four aspects-construction and implementation, organization and management, long-term operation mechanism and participation mechanisms. Then the summary of practical experiences in some areas and analysis of the restrictive factors was given as a reference. Four aspects of countermeasures were proposed to achieve deeper integration of resources and to provide professional services, including conception, administration, professionalism and public participation.
