All media era,entering into a new era of radio and television industry reform,as the terminal media,the survival status of the county-level TV stations have attracted much attention,facing the opportunities and challenges of the environment,as the grass-roots party and government information publicity window,county TV journalism should be how to find a place to live in their own,to get a broader space for development at present,has become a problem worthy of discussion and in-depth attention.In this paper,the television news program as the research subject,aims to put forward the reform ideas and suggestions for the feasibility of television news programs,give full play to the TV publicity guide to meet the spiritual and cultural needs of the masses at the grassroots level at the same time,to create a good atmosphere for public opinion of grassroots media,to promote the continuous development of the county economy.This paper is based on the current situation of the development of county-level TV stations,the use of SWOT analysis of the county level television news programs of the living environment,to the specific situation of Shaanxi Qianyang TV as a case study,combined with charts and data investigation,further analysis of the television news programs exist in the production process problems.Combined with the practice process and harvest of the author,from the news program planning idea,content creation,form production,communication channels etc.put forward with operational improvements,county-level TV stations should stand the development requirements of the new era,adjust ideas,bold reform and innovation,and constantly improve the level of competition,the only way you can get great development and progress.
