As China’s cultural system reform keep going, state-owned for-profitcultural institutions transformed into business enterprises, radio andtelevision industry open doors to private enterprises, domestic andforeign capital began to flow in, radio and television industry facesfierce competition and rapid development of the new media industrymultiple pressures and challenges, the county level TV station’s survivalis facing great pressure.At the county level TV station due to some constraints, in fact,difficult to coverage in personnel, capital, size, and so on variousaspects of disadvantage, at the same time, on the subject matter and othersocial resources share, an edge. In the case of faces many challenges,how to get rid of the crisis, with their own unique function and valueof survive and development? How to make full use of county level televisionpolicy advantage, resource advantage, develop a new land?
