Risk Identification And Suggestion Of Government Purchasing Library Services

Under the background of government function reform,the supply mode of public cultural services has gradually changed from the original single supply by the government to diversified supply by social forces,and the government’s purchase of public cultural services emerged at the historic moment.As the main part of public cultural institutions,library naturally becomes the vanguard of exploring the new mode of public cultural service supply.In recent years,the practice of government purchasing library services has been in full swing in many places.At the same time,the uncertainty and risk of the government’s purchase of library services are also increasingly prominent,which requires attention from all parties.Therefore,it is necessary to comprehensively and systematically identify the risks in the government’s purchase of library services,improve the risk awareness of each party involved in the government’s purchase of library services,and promote the healthy development of China’s public cultural service supply reform.Firstly,this paper summarizes and selects the risk factors of government purchasing library services by literature research,field interview and expert investigation,and finally establishes 28 risk factors in 3 categories,and constructs relevant risk dimension system.Then questionnaire survey was used to investigate the risk perception of industry insiders,and the risk intensity was analyzed based on the possibility of risk occurrence and its consequences.Finally,according to the research results,this paper analyzes and expounds the planning risk,implementation risk and supervision risk of the government purchasing library services,and puts forward some suggestions to deal with the risks from the perspectives of the government,the undertaking institution and the library.It is found that the risk of government purchasing library services involves the whole process,many aspects and many subjects,but some people in the industry have ignored the risk cognition.All parties involved in government purchase of library services should pay more attention to risks,establish risk awareness,avoid serious consequences caused by risk events,construct risk management theory of government purchase of library services,implement effective control and prevention of risks,and promote the harmonious development of public cultural service supply reform.
