| Culture has an unique power,which has a positive effect on national economic development,national governance and people's livelihood.In order to meet the cultural needs of the people and guarantee the basic public cultural rights of citizens,the country has built a public cultural service system.For a long time,public services have been provided mainly by the government and its cultural institutions.Amid efforts,they have made certain achievements,but there are also problems like services provided by the insufficient total amount,uneven development,service and demand not connected,so it needs the participation of social forces,the co-construction and sharing.This paper studies the effective participation ways of university libraries from the perspective of social powers.First,it collates the situations of our country‘s public culture service system construction,reviews the participation situation of university libraries in China,and summarizes the function and shortcomings.Then,taking the library of China West Normal University as an example,the paper describes the participation situation,and analyzes the factors of its success.Finally,it put forward participation ways to strengthen the construction of public cultural service system in university libraries.This paper thinks that during the construction of public cultural service system in university libraries,the way to enhance their participation is to attach importance to the participation of university libraries and give encouragement and support;to strengthen the university libraries' own capacity construction and improve the capacity of participation;take a variety of modes to participate together and take the mode of government purchase service participation;to establish specialized organizations for public cultural services and ensure effective participation;to strengthen the protection of social forces and improve the evaluation mechanism of public cultural services;to use the library total quality management method. |
