Research On University Library's Participation In Public Cultural Service

The purpose of library development is to disseminate knowledge and serve people.Public libraries,as an important part of the public cultural system,are unable to meet the needs of the society due to historical and other objective reasons,and there is a problem of uneven regional development.As one of China's Library System of the three pillars,University Library a long time just service for the teachers and students,do not participate in social services,public cultural services.The Ministry of education regulations on Libraries of general institutions of higher learning urge the university libraries to carry out socialized service on the premise of guaranteeing the service and normal working order.In recent years,many universities have tried to participate in public cultural services.Through discussing the related concepts and theoretical basis of public cultural services,this paper points out that university libraries belong to the attributes of quasi public goods,which are both public and competitive.Based on a large number of literature research,this paper compares the public cultural services of University Libraries at home and abroad,and then takes Xiamen University library as a specific example to deepen the study.Through the case study of Xiamen University Library,this paper thinks that:(1)University libraries have many advantages,such as collection,talent and environment,which provide favorable conditions for their participation in public cultural services.University Library's participation in public cultural services is conducive to better play its resource advantages,realize self value,promote social reading,improve the public cultural quality,and promote the development of social economy.(2)University libraries providing loan,novelty search,various theme activities of public cultural services,effective complement to the public library,has made some achievements,but there are also contradictions,restriction and service of the teachers and students work on financial resources and conditions there is no lack of laws and regulations,supporting the active service consciousness and so on.(3)In the future,China's university library should strengthen the service consciousness of the teachers and students,to meet the demand and ensure the normal working order,according to the characteristics of their own advantages,combined with the local actual situation,carrying out public cultural services.The relevant departments should establish and perfect the relevant policies and regulations,the provisions of the current status of University Library in the public cultural service system in the service contents and methods,sources of funds,fees and other aspects,the University Library Law in providing public cultural services.At the same time,the government should increase policy support and financial subsidies to promote the sustainable development of public cultural services.Currently several large system libraries in China respectively belong todifferent departments under the jurisdiction of the system,fragmentation,cooperation to reduce,not conducive to the overall development of public culture,the establishment of various types of library alliance to achieve resource sharing is an effective way to promote the development of public cultural services,The library association should play an important role in the link.
