With the rapid development of e-government,the problems existing in sending and receiving government documents,exchanging files and information resource sharing are also gradually leaking out.With the increase of business,the scale of the government expanded,the transaction increased,the government puts forward the new requirements of efficiency and speed.While the existing paper-based office model,the normalized file transmission and processing efficiency have been unable to meet the existing needs.Based on the above issues,the government urgently needs a set of government documents transceiver system,which can satisfy the comprehensive management of documents' transceiver through information technology.This paper is based on the background and current situation of government documents transceiver management.It analyzes government documents transceiver management business.It finds the current problems,analyzes the system requirements and completes official document sending,receiving documents,returning documents,querying statistics,system maintenance and archiving management and other functions through the using case diagrams and case descriptions.After that,it completes the system non-functional requirement analysis.And then,it carries out system design work.At last,with ASP.NET as the development platform,C# as the development of languages,SQLServer as the database,it designs and implements the government documents transceiver management system.After accomplishing the development of the system,it performs functional testing through testing environment and testing cases,and after the test's passed,it can be put into use.With the wide use of the system,it changes the traditional ways of document transmission and makes the process easier.It can also significantly improve the efficiency of government departments.Using the platform for file transfer,it also saves the office cost and realizes the efficient share of government information resources,which can fully meet the requirements of various counties and districts for interation with government documents.It is of great significance for improving the office efficiency and level,and promotiing the rapid development of county economic and social development.
