| The modern information technology plays an important role in rapidly development of information industry in the era of knowledge economy.The way of people search,obtain and use information changes quietly with the development of information technology.As a special organization of knowledge collection and development,university library gradually lost the center position of the information in the modern information technology.However,due to its excellent reading environment,rich collection of books and high-quality information service,the functions of University Library meet the information needs of the public still can not be ignored.Promoting the university library opening to public can improve the utilization efficiency of resources,and make the a variety of low utilization resources get fully use in long-term;On the other hand,university library open to public can make university library play an important role of "second class" and cultural center at full capacity,and greatly promote the scholarly community construction in the background of national reading as national strategy.In order to enrich the theoretical research about university library open to public and social service,this paper studies the status quo of Anhui province university library opening and problems,which also serves as reference for opening work of University Libraries in other region through,so there are two aspects of positive significance in theoretical and realistic.It is feasible and necessary for the university library open to public,it's will be the proper meaning of university library to fulfill their social responsibility and meet readers' needs better.The rich collection resources,social service experience and high quality human resources ensure that the opening work is realistic and feasible.The information service is a kind of quasi public products from university library,which can't ensure that reader's information requirements are met and will be infringement of the information rights of the teachers and students if university library are available to all.Besides,open to public with limited is the mainstream from the practice of opening up in the world,so the Anhui university library open to public should be limited.This paper used methods of literature,investigate and mathematical analysis to discussed current situation on opening to public of university libraries in Anhui province.It is found that the opening work of University Libraries in Anhui province still needs to promoting from questionnaire survey which investigate teachers.students and surrounding residents in Anhui University,Hefei University,Hefei Normal University,Binhu College,Anhui Audit Colleg and the university librarians,it also found in literature review.The open plan is not reasonable because it's cause are restricted too much and lack of effective interaction with the public in highlight.The rules and regulations construction as the core factor of lasting effect mechanism of opening still at low level.It is in poor effect in the process of opening and this situation due to the lack of software and hardware in the university library which due to mismatch with the needs of the public readers;the promotion of university library are lacking and outdated,is make full use of resources difficultly.We Should take some measures in order to solve those problems,it's need to revise and improve the opening plan and reducing restrictions rules in mainly.It is to establish long-term mechanism for opening with scientific and effective through the improvement of stable funding and regulations.It's not only needs to synchronization of hardware and software of university library,but also need to improve the service quality and opening effect by good service.We should promote the current situation of weak publicity in university libraries by improve propaganda way.It is build a scientific and effective system for the university library open to pubic by the comprehensive implementation of the above measures,... |
