Generally speaking,the baby was born from that moment would be the ability of vision,hearing and touch,the three kinds of ability as the growth of the age has been further strengthened,at the same time,the baby's reading comprehension ability also improved.Professor Bao Xiulan,who has studied infants and toddlers for decades,pointed out that before the age of three,it was a golden age for infants and young children to learn,especially during the neonatal period,and reading culture in infancy was particularly important.This paper starts with the related concepts and theories of infant reading promotion,first elaborates the basic concepts of five infants' reading promotion,and introduces the related theories of three infants' reading and promotion,namely,the law of brain development in infants and young children,the psychological development and reading theory related to reading.In turn,the paper begins with the children's reading promotion program in the UK and Italy,and analyzes the development process,management mode,service content,effect and significance of the "reading starting line" plan in the UK and the "baby in the reading" program in Italy.Then,based on the survey results of Suzhou,Shenzhen and Zhangjiagang,this paper compares the development of foreign and Chinese infants' reading promotion,and finds out the shortcomings of our country.Put forward the corresponding policy Suggestions,such as: China should formulate unified,long-term infant early reading promotion project,solidarity,the social from all walks of life force for the center with the library,in the unity on the basis of the social from all walks of life force system management,collect infants and young children reading resources,encourage infants and young children's books published,cultivate high-quality infant reading service personnel,etc.
