Study On The Improvement Of The Social Service Level Of University Libraries

With the development of information technology,access to information is increasingly convenient for the modern people.The popularity of electronic devices made the public read less and lowered our reading level,which triggered a social reading crisis.Our government has adopted a series of policies for reading promotion and guidance,but it's hard for the public library to meet the need of the public for the limitation of reading resources.As a part of the public cultural service system,the university libraries have the function of providing service for the talent cultivation and scientific research as well as social service.Against this backdrop,the social service of university libraries can make up for the deficiency of government in public cultural service.Raising the level of social service in university libraries can not only satisfy the public demand for reading,but also conform to our government's work ethic,the transformation of regulated government to service-oriented government and the construction of sunshine government.Based on this background,the author collects and collates a large number of relevant literatures and researches on social services of university libraries at home and abroad,investigates the current social service situation of university libraries in China,analyzes and collates the existing problems,then learns from the successful experience of university libraries in developed countries,and finally puts forward the corresponding countermeasures from the perspective of government and university libraries.This paper is divided into six chapters.The first chapter is general introduction,which mainly introduces the background,the theoretical and practical significance of this research,domestic and foreign research status,research methods and the innovation.The second chapter is an overview and of the topic,including the definition of the main concepts,such as Library,public library,university library,social service,etc.and the theoretical basis,such as public service theory,university social service theory,university social function theory,etc.The third chapter discusses the current situation and problems of social service of university libraries.The fourth chapter draws on the experience of social service in the American,Japanese and British university libraries,and summarizes the enlightenment of the social service work of university libraries in China.The fifth chapter puts forwards thesolution based on the current problems and the theories from the prospective of how to improve the external guarantee condition and how to improve the internal service level of university libraries.The sixth chapter is summary the whole paper,and the research on social service enhancement of university libraries is also prospected in this part.
