The progress and popularization of Internet provide great convenience to people's life, yet several problems also come with it. In order that the Internet went along a healthy way, network information policy is made in many countries. Based on the brief introduction of the history and present status of network information policy in America, Japan and China, the characteristics of network information policy of the three countries are analyzed in this paper, and the problems exist in each countries are pointed out. Some comparisons are made in several aspects and then the similarities and differences of network information policy in three countries are analyzed. Through the comparisons, we can see that policy environment in America is the best, and Japan also has some advantages in those aspects, yet things are different in China, as China is still a progressing country, which will restrict the progress of network information policy in China. As for the target of the policy, America stresses the protection and balance of its benefits, Japan's aim is at the promotion of sense of information and the improvement of information technology, in China, the aim of network information policy is the progress of network and the participation in this field. In the United States, the keys of network information policy are network safety and E-commence, the later one is also the key in Japan, as for China, basic construction is the most important thing. In regarding to the management frame of network information policy, scattered management frame is the characteristic in U.S., China has a centralized one, while Japan goes between the two other countries. On the basis of the relative analysis, some issues we should pay attention to are pointed to in the progress of network information policy in China.
