Research On The Protection Of Readers' Rights In Public Libraries Based On Policy Tools

With the development of society,people are increasingly demanding the cultural spirit,and more and more people are beginning to enter the library.With the increase of the number of users,the protection of readers' rights in public libraries has been paid more and more attention.Therefore,the library industry has begun to pay attention to the research on readers' rights.In view of the protection of readers' rights in public libraries in China,China has also introduced a number of laws and regulations to protect readers'rights.The research and analysis of these relevant policies issued by the government is more conducive to our readers' rights to public libraries in China.The safeguard policy system has a deeper and more comprehensive understanding.This paper has made the policy text related to the protection of readers' rights in public libraries in China as the data foundation.It uses content analysis and statistical analysis,combined with policy tools to provide theoretical support for research,and studies the current situation of readers' rights protection policy in public libraries in China.There are a series of problems in the text of the readers' rights protection policy of public libraries in China,and the corresponding optimization suggestions are put forward.This paper firstly expounds the background and significance of the topic,introduces the basic theories related to policy tools and readers' rights in public libraries,and studies the current status of domestic and foreign policy instruments and public library readers'rights protection.The theoretical knowledge was investigated and the content was sorted and summarized.Then it conducts research on the domestic and international legislative process of public libraries,and selects some public libraries in China and the United States as representatives to conduct a comparative analysis of the status quo of domestic and foreign readers' rights protection policies,and through advanced legislation and research work with foreign countries.The comparison between the two,sums up the excellent experience of foreign public library readers' rights protection,and provides reference for the improvement of the readers' rights protection policy system of public libraries in China.The next part is the analysis of the tools for the protection of readers'rights in public libraries in China.After selecting the types of policy instruments used in this paper,combined with the readers' rights protection policy of public libraries in China,the two-dimensional analysis framework is constructed,and then the selected policy texts are selected.Multi-faceted analysis.Finally,based on the analysis results of the previous step,we found the shortcomings of the readers' rights protection policy of public libraries in China,and combined with the actual situation of the readers' rights protection policy of public libraries in China,we learn from the relevant experience of foreign readers'rights protection.Suggestions on how to improve the readers' rights protection policy of public libraries in China,so as to promote the better development of the rights protection of readers in public libraries in China.
