Public digital culture service is one of the important service contents of public library,Entering the "14th five-year plan" period,The ministry of culture and tourism has made new demands for the development of the cultural industry,Public digital culture as an important part of cultural industry,How dose public libraries improve their public digital culture service ability and expand the scope of digital culture communication during the period of the "14th five-year plan",so as to provide better public digital culture service for readers,it is of great significance to meet the growing spiritual and cultural needs of the people and improve the quality of civilization of the whole people.From the perspective of new public service theory,this paper takes the library of Guangxi Zhuang Autonmous Region(Hereinafter referred to as Guangxi Library)as the research subject,introduced the current situation of digital culture service supply.This paper analyzed the data of public digital culture service of Guangxi library,and combined the data of questionnaire survey and field interview,two problems were analyzed,one is digital resource service unsatisfied the users,the other is the low efficiency of public digital culture service.Combined with the new public service theory,the reasons for the problems mainly include few laws and policies,insufficient overall management,supply and demand dislocation,insufficient participation of social forces and the restriction of talent and service innovation.Applying the administrative development framework of the new public service theory.This study proposes five optimization strategies from the perspectives of system,management,users,subjects and strategies.Firstly,Improve laws and regulations to promote standardization of services;Second,deepen institutional reform and innovate management mode;Third,to provide accurate services based on user needs;Fourth,Introduce social forces to maximize public interests;Fifth,focus on long-term talent training and service innovation.
