Since 2009,the "Social Insurance Business Archives Management Regulations(Trial)"has been issued and implemented so far.Major achievements have been made in the development of the social security system standards system.The number of social insurance files has grown in a spurt manner.How to strengthen and standardize social security file management and improve archives?The management system realizes data management,standardization,standardization construction of archives management,promotes the healthy and orderly development of social insurance undertakings so as to better serve the society and the insured personnel,and has become the social insurance file management personnel of the human and social department must face and A realistic issue to solve.Based on the above background,combined with the actual needs of the current social security business file management,we have developed the social security business electronic file management system,video files and standardized management,establish a comprehensive file service management system,and achieve business management and The integration of archives management work,the correlation and use of business information and archive information,and the daily work needs of social security business and archives management.To realize the collaborative management of paper files and electronic files,effectively improve the ability of file management to resist risks,record life for the participants,provide a lifetime of service,and protect their lives.This article mainly elaborates the necessity of system development from the current situation of file management,conducts a systematic and detailed design according to the analysis of system requirements,and describes the implementation of the electronic file management system for social security services from the aspects of system implementation and testing.According to the specific business requirements,the system has divided system administrators,part-time file administrators,full-time file administrators,and other system roles,and has implemented functional modules such as file sorting,file transfer,query and lending,warehouse management,and statistical management,in accordance with relevant regulations.The standard standardizes the collected archives to further improve the overall quality of the archives.In order to achieve rapid business processing,the system uses the Activiti workflow engine and multi-granularity RBAC-based hierarchical privilege control and multiple auditing mechanisms to implement a streamlined business collaboration mechanism to achieve business "online auditing,instant auditing,and offsite auditing." For the characteristics of electronic file data information,the combination of relational and non-relational databases is used for archival data storage.The relational database Oracle stores data and archived structured index information,and the non-relational database MongoDB stores massive image data.Play the advantages of the two types of databases to adapt to the ever-increasing file image information in the construction process.Practice shows that after the social insurance management electronic file management system is officially put into use,it can achieve standardized management of electronic files of social insurance services,strengthen departmental collaboration,improve the efficiency and quality of business operations,and meet the different work needs of file management processes.Optimize business process,improve file utilization,and improve public service experience.
