Study On Long Term Preservation Of Authentic Electronic Records In Canada

Electronic record is the memory of the society, is of evidential value. However, because it has characters such as easy to copy, easy to rewrite, unstable, how to ensure the authenticity in a long term always makes trouble to the scholars in this domain.At the same time, limited of the development of theory, technology, devices and standards, the research to the electronic records varies from different countries. To preserve authenticity of electronic records in a long term, it needs to manage records in its life-cycle and establish relative standards. It is not only a technological problem, but the key point to maintain the essential attributes of archive, which can meet the evidential value of electronic records, and which can improve the effect of human-race memory."The Long Term Preservation of Authentic Electronic Records", hereinafter called InterPARES was funded as a Major Collaborative Research Initiative by the Social Sciences and Humanities Research Council of Canada, University of British Columbia, United nation educational scientific and cultural organization aiming to provide guidelines for those countries in making the police, strategy and standard. According to the research on electronic records in the domain of art, science and government in Canada, the InterPARES proposes the policies and guidelines for long term preservation of authentic electronic records. The InterPARES has a profound effect all over the world, the policies and guidelines have generalizability. This paper is divided into 5 chapters that express the Canada’s electronic records management mode in the view of InterPARES. Through analyzing the theoretical source, the progress, the guidelines and the application situation of InterPARES project, this paper expresses a clear acknowledge on electronic records management.The first chapter describe the origin of electronic records and manage progress in modern society. The second chapter analyzes theoretical of InterPARES and the concept of electronic records. The third chapter resolves the principle on authenticity electronic records. Combined with practices, the fourth chapter describes current situation of records management in arts and organizations and get a conclusion from creation to preservation of electronic records. And the last part, this paper aims to explode the effect of InterPARES and get experience to help China complete the system of electronic records management. It needs us to refresh the concept of archive and electronic records, improve the foundation of relative theory and put out the principle and standards in china, finally, all this work is to reply the challenge of electronic times.
