Design And Development Of Dongying City Human Resources And Social Security Bureau Endowent Insurance Payment System Supporting Business Process Management

The 12th Five-Year Plan is the critical period for China to build a moderately prosperous society in all aspects, and is the important time to deepen reform and opening up, accelerate economic restructuring, also is the significant period for human resources and social security development. With the continually perfecting of human resources and social security system, the government attaches much more importance to the informationization construction. As the reason of historical inheritance and institutional restructuring, the traditional human resources and social security business is self-contained. With the increasing demand for human resources and social security service and the transformation of the function of the government from administration to service, also with the background that the service object and workload increase exponentially at a dramatic rate, the self-contained service has many problems, such as the function of the people club department is segmented, different level government lack coordination, the service efficiency is low and the public service demand is not met.The Dongying endowment insurance payment system supporting business process management is on the basis of the requirement that transferring function and developing social security institution raised on the third plenary session of 18, it follows the construction norms of Golden Insurance Project and combines with the requirement of Dongying human resources and social security public service mechanism of integration. According to developing the endowment insurance payment system synchronized with business process, the social security public service which is open, impartial, efficient and convenient for the masses of the people can be built successfully.The endowment insurance payment system which can support business process management uses business process related technology, such as Activiti, BPMN, it can serve intelligently based on business process, cooperate with foreground and background dividedly, integrate the resources and services around the city, integrate the businesses and records. The system makes the endowment insurance payment business be managed by standardization and intelligentization.By analyzing the status of the people agency organization business and the basic situation of the endowment insurance information system, this paper describes the current issues of the people agency organization business, and introduces the background and contents of combing the business, what’s more, by analyzing the business combed, we get the specific business requirements. On the basis of analyzing business requirements, this paper describes the design and implementation process of the endowment insurance payment system. This system uses Activiti as the process engine, BPMN and DPMN as the process description language, by combining the specific business requirements and the idea of worksheet and accounting, this paper describes the design of overall technology architecture and functional architecture, and then on the basis of requirement analysis of system and architecture design, we use UML to model for system, and draw the class diagram, sequence diagram and state diagram, and extract the entity and relation from the actual business process, realize the conceptual design and logical design of the database. In the end, on the basis of the detailed design, the paper lists the implementation of the account and worksheet.By the design and implementation of the endowment insurance payment system which can support business process management, we realized the standardization management of people agency organization business and the intelligent active service based on process driving, also realized the development of informationalized and sapiential human resources and social security.
