China's economy is undergoing a transformation from high-speed growth to high-quality development.Cultural and creative industries have become a new growth point;people's consumption is escalating and developmental consumption is increasing,and the demand for cultural and creative products is increasing.The development of museum cultural and creative products has achieved remarkable results.However,public libraries that have mastered a large number of cultural resources have made slow progress in cultural and creative development.Beginning with the General Office of the State Council' Notice on Promoting the Development of Cultural and Creative Products of Cultural Heritage Units In May 2016,the State has successively introduced a series of policy measures to promote the development of cultural and creative products in public libraries and wrote the issue into The Public Library Law of the People's Republic of China which has be implemented in 2018.The development of cultural and creative products in China's public libraries is in the experimental stage of exploration,and a mature development model has not yet been formed;related research is relatively lacking,mainly after 2015,and the discussion is not deep.The purpose of this study is to improve the theoretical basis for the development of cultural and creative products in public libraries in China.At the same time,the model for the development of cultural and creative products in public libraries in China is constructed to promote the steady development of the development of cultural and creative products in public libraries.The main methods used in this study are literature survey,empirical research,and case analysis.This study started with the basic theory of cultural and creative products and elaborated the basic characteristics and development concepts of cultural and creative products.Then the study analyzes the significance of the development of cultural and creative products in public libraries in China,and adopt SWOT analysis to cultural and creative product development,which lays a theoretical foundation for the development of cultural creative products in public libraries.On this basis,referring to the successful experience of museums' cultural and creative product development,based on the practice of the development of cultural and creative products in public libraries in China and the United States,this study proposes three models for the development of cultural and creative products for public libraries in China: the independent development model,The cooperativedevelopment model and the authorization development model,and elaborates on the construction method and operation strategy under each model.Then the three models were compared and the selection criteria were provided.Finally,taking Nanjing Library,a representative of 37 library cultural creative product development pilot units,as a case,it analyzed the development of its cultural and creative products and constructed its cultural and creative product development model.This provides practical ideas for the development of cultural and creative products in various public libraries.
