The Development And Guarantee Strategy Of Public Library Based On Supply Side Structural Reform

The concept of “supply-side structural reform” was first proposed at the 11 th meeting of the central financial leadership group on November 10,2015 A.It was originated in the field of economics and has been introduced into different fields in recent years.It has become a hot topic in the field of public culture reform and development.As social welfare institutions,public library is an important part of public cultural service system.No matter in the basic cultural life of the people,or in the cultural cause of the country,it has a decisive position.In recent years,the cause of public library has made rapid progress,but at the same time,it is also facing a series of prominent problems,such as the supply and demand asymmetry,supply imbalance and low service efficiency,which need to promote the supply-side structural reform of public libraries as soon as possible.By introducing the achievements in the course of development of public libraries at all levels in Liaoning province and the typical cases in various regions,this paper makes an in-depth analysis of the matching of supply and demand,resource allocation,service efficiency,basic supply,social participation and scientific and technological integration.It points out the main problems existing in the process of development and supply of public library in Liaoning province,then combined with the structural reform of the supply side of public library supply side goal and principle,puts forward the corresponding reform and development of countermeasures and legal protection strategy,mechanism and person with ability.In summary,this paper takes Liaoning province as an example to analyze the development and supply conditions of public libraries at all levels,and re-examine past development pattern,service concept and construction path.This paper explores the development strategy and guarantee mechanism by public libraries in the context of the structural reform of the supply side with the help of the successful experience of domestic and foreign public cultural service patterns and enlightenment.From various aspects,we should strengthen the transformation and development of public libraries,further improve the service quality,efficiency and level of public libraries,realize thehigh quality and efficient cultural services to meet the growing spiritual and cultural needs of the public,adjust the structural imbalance between supply and demand,so as to give full play to the role of Public Libraries in the construction of public cultural service system.
