The Research On Information Resources Construction Of Libraries Under The Perspectives Of Supply-side Reform

Upper decision decided by the economic background.In the past 40 years of reform and opening up,China's economy has made exertions on the demand side by increasing investment,stimulating consumption,and promoting exports.The social economy has been in a state of rapid development.The rapid economic development has also promoted social and cultural prosperity.The development of libraries has also been fully developed.In recent years,China's economic growth has slowed down,and the stimulating effect on the demand side has weakened day by day,while the contradictions on the supply side brought about by the economic development in the previous stage have gradually emerged,such as overcapacity and irrational industrial structure.The rapidly developing of the development of libraries in our country,it has also accumulated similar contradictions on the supply side,For example,the regional development of information resources is unbalanced,and the structural adjustment speed of information resources construction lags behind the development and changes in the external information environment of the library,etc,which affecting the further development of the development of libraries.The purpose of the study is to solve the library resources supply side contradictions and put forward corresponding strategies,starting from the current situation of information resources construction in domestic libraries.Firstly,analyzing the current status of paper resources,digital resources and co-construction and sharing of information resources.Secondly,the present situation analysis of information resources shows that there are contradictions on the supply side in the construction of domestic library information resources,such as the asymmetry of resource supply and demand,the unreasonable structure and levels of resource regions,etc.In the end,from the perspective of supply-side reform,the following four strategies for building information resources are proposed.First,to make up for deficiencies,adjust the structure and optimize resource structure configuration by increasing capital investment construction,conforming open access resources,encouraging social forcesto participate in resource construction.Second,the goal of reducing costs and improving efficiency by the adjustment of procurement strategies,pursuing the need to purchase,developing paper resources within the region for striding over the sharing of inter-library cooperation,and library-led multi-agency collaborative construction and other measures.Third,to seek innovation and increase vitality by the construction of talents for information resources,"Library+" for realizing construction mode and measures such as cross-border integration and knowledge reproduction based on the knowledge reproduction of "knowledge service mechanism" and other measures.Through the above four kinds of information resources construction strategies to adjust the information resources construction model,ultimately to achieve effective supply of information resources and efficient supply.
