The Current Situation And Achievements Of The Public Library Development Under The Reform Of Cultural System

Public library is an important part of our country’s system of public cultural services, whose development has been closely connected with social and cultural system. The public library has been affecting with the central’s pushing and deepening the reform of cultural system. In recent years, the reform of cultural system has been committed to create good conditions regardless of policy, funds and improvement of public awareness. In the condition of perfecting the infrastructure, public library has done its best to provide more diversified services for the social public. The reform of cultural system has been put forward for a period of time, but the public library development of our country still has a long way to go because of poor infrastructure and backward development of the majority of the public library in our country. Based on a large number of the achievements of public library in cultural system reform, this paper introduces the relationship between the reform of cultural system and the development of public library, as well as effects on its development and positive promotion. From the Angle of cultural system reform, this paper expounds the present situation of public library in our country, achievements in the reform, and the influences and problems of the reform existing in the public library development. All this illustrates that the cultural system reform provides financial support policy for development of the public library in our country and promotes its development. However, there still exist deficiencies needing to improve.This paper divides into six parts:The first part is the introduction, mainly introducing the background of this selected topic, present situation analysis of domestic and foreign research, and the research methods and innovation of this paper.The second part explains the relationship between present stage of cultural system in China and public library. In this part I introduce the current development of public library in our country under the present stage of cultural system. This part mainly states from the overall number and the collection of public library, library conditions in different regions, and improvement of reader service, meanwhile demonstrates from the national library and each public library in Henan province.The third part mainly introduces all achievements getting from the public library in the reform of cultural system, providing more instances for the influences on the public library of cultural system reform.The forth part states the effects on public library in our country of cultural system reform, which mainly expounds from the five aspects of policy, capital, resources, service personnel and public awareness.The fifth part introduces the problems existing in the public library in our country during the reform of cultural system. This part expounds the shortfalls from the public welfare, equivalence and convenience of library.The last part generalizes and summarizes the full text.
