Study On Guarantee Mechanism Of Information Acquiring Equally Of Public Library In Our Country

Along with the rising of Internet technology, network becomes a recognized and the most convenient channel of acquiring public information resources gradually. However, because of the difference of people's economy and information ability, Internet does not realize information equity. As non-profit document information organization, the tenet of public library is providing free and equal service, and en$uring the public acquiring document information resources equally.Public library is non-profit organization, which is decided by its public attribute. Public attribute is the origin of the research about the guarantee mechanism of information acquiring equally of public library. The research illustrates public library is a system guarantee of information equity from the view of public attribute firstly. If public library wants to ensure the public acquiring document information resources equally, it is must set up perfect guarantee mechanism. On this basis, we elucidate the signification of the guarantee mechanism of information acquirmg equally.At present, the developed countries have set up comparatively perfect public library information guarantee system, but it is not perfect in our country. The aim of public library service is to satisfy the public 's requirement.The foundation of the guarantee mechanism of information acquiring equally of public library must be based on the public :'s satisfying of information requirement, so it is need to research user's information requirement status and requirement rule. The research carries through questionnaire survey, analyzing about the public 's public library requirement and using status, and making consideration about the survey result. On the basis of the public 's public library requirement, the research discusses constructing principles and constructing methods of the guarantee mechanism of information acquiring equally of public library in our country. When discussing constructing methods, we mainly discuss from the aspects of the management system, management model, structure arrangement, logistics system of public library. At the same time, we also discuss law guarantee and technology guarantee simply. The research brings forward new public library management model, structure arrangement method and logistics system constructing method. The purpose is to set up multifunctional and balanced distributing public library system, shorten the digital gap, and ensure the public acquiring document information resources equally from public libraries.The first chapter of this paper illustrates public library is a system guarantee of information equity, and defines the signification of the guarantee mechanism of information acquiring equally. The second chapter analyzes guarantee status of information acquiring equally in Hongkong, Taiwan and abroad at present. The third chapter analyzes guarantee status of information acquiring equally in our country at present. The fourth chapter analyzes the questionnaire survey about the public in Nanjing, and makes consideration about the survey result. The fifth chapter discusses constructing principles and constructing methods of the guarantee mechanism of information acquiring equally of public library on the basis of the public 's public library requirement in our country. The sixth chapter summarizes creation, problem and further research of this subject.
