Research On Supply Side Structural Reform Of Comprehensive Archives

At the Central Economic Work Conference at the end of 2015,the CPC Central Committee made a strategic decision to promote supply-side reform.This decision is mainly to create a new supply by reforming the supply structure,and ultimately to achieve an effective supply and efficient supply of social demand.It is aimed at the current contradiction of "supply can not keep up with demand" in the economic field of China,and the essence is the supply side structural optimization.With the rapid development of China's economy and society,the archives industry has not only ushered in a new situation,but also faces new challenges.In particular,the demand for the use of archives by the public in the new era has shown a new and diverse new characteristics,which requires The archives department actively responds and provides targeted services to meet the new needs of the public.Under the new historical conditions,in the face of the new tasks assigned by the society,the comprehensive archives urgently need to carry out supply-side structural reforms to better serve social development and meet social needs.This paper takes the comprehensive archives as the main body and analyzes the necessity of the structural reform of the supply side of the comprehensive archives from the perspective of supply-side structural reform,from the perspectives of utilization demand change,political and economic construction needs and cultural construction needs.The analysis of the status quo of policy guidance,financial support,inventory sufficiency and personnel training suggests that reform is feasible.First of all,this paper proposes that the content of the structural reform of the supply side of the comprehensive archives is to advocate innovation and scientifically exert social strength.The path of reform is from demand management to supply management.Secondly,there are also many problems in the reform of the supply side of the comprehensive archives.The main manifestations are that the traditional archives are backward and under powered.The current supply is insufficient.The financial and institutional constraints have affected the effective supply of the comprehensive archives.There are also insufficient staff education and professional level,and the PPP model and daily archives work face certain risk loopholes.Finally,combined with the shortcomings of the comprehensive archives,with the structural reform of the supply side as the entry point,the main strategy of the structural reform of the supply side of the comprehensive archives is pointed out,that is,to stimulate the vitality of the work of the comprehensive archives through innovation,and to ensure the comprehensive archives.The effective supply of the museum;brainstorming and actively attracting social forces to participate in the supply-side reform practice of the comprehensive archives;self-renewal,attaching importance to personnel training and efforts to prevent various risks to ensure quality supply and safe supply,etc.Advance with the times,and truly play the role that comprehensive archives should play in China's political construction,economic construction,social construction and cultural construction.
