| In order to meet the rapid development of information globalization trends and the need of government modernization and informatization in our country, Ministry of Finance has carried out a'Financial Management Information System' which is based on large-scale information networks, also known as'FMIS'. Under the overall planning of the construction of "FMIS", one city's Finance Bureau has already started the construction of internal network infrastructure and financial information system. But for part of the business such as the non-trade foreign exchange application and approval, it remains a manual operation, which can not meet the gradual deepening of financial reform and management's highly dependency on information technology. Under this situation, there is an urgent need for the construction of'Non-trade Foreign Exchange Management System'which can informatize the application and approval procedures to realize the full informatization and standardization of the financial business processes.Under this project background, the paper discusses the design and implementation of'Non-trade Foreign Exchange Management System'based on Java.Firstly, the paper describes the research background and establishes the objectives and methods. Then on the basis of needs analysis, the paper describes the design of overall framework and modules of the system. This paper focuses on the design and implementation of the function modules that the author is independently completed, which includes:basic data management, audit process, system users, foreign exchange abroad, other foreign exchange, exchange application form and the limits of foreign exchange budget. The foreign exchange information management specification of this system will be converted to the approval process, rules and control procedures of the system and realize the procedures for approval and automated regulatory, avoiding subjective and human factors of disrupting. The system will also publicly review the results on a timely basis, implement accountability through the approval process traces management and realize business collaboration by data exchanging and sharing. Ultimately, the author will fully present a non-trade foreign exchange business information system for the reader through the exposition of this paper. |
