According to China Statistical Yearbook,China's governmental expenditure on higher education has been increasing year by year.As universities receive increasing funds on digital resources every year from the government,the proportion of digital resources expenditure of university libraries keeps growing in recent years.The Fact Database of Minister of Education Higher School Library also proves that the digital resources expenditure of universities is going up every year.Nevertheless,the total amount of educational resources is limited,making it imperative to better improve the scientific research resources allocation of universities and provide users with more inclusive and efficient services with limited resources.The Implementation Measures to Coordinate Development of World-class Universities and First-class Disciplines Construction(Provisional)announced by National Development and Reform Commission of China,Ministry of Finance and Ministry of Education came into effect in January 2017.The first “double first-class” universities include 36 Class-A universities and 6 Class-B universities.These listed universities represent the advanced level of Chinese universities.By studying the scientific research investment and output of "double first-class" universities especially in respect of library digital resources construction,not only strengths and weaknesses of universities in digital resources allocation can be better understood a,but also important reference points can be provided to the investment in digital resources for university libraries.Targeting the 42 “double first-class” universities,an analysis of library digital resources construction was conducted and concluded as the following five parts:Part One: preface;introduce the research background,purpose,and significance of this thesis;give a review of the investment and output of digital resources of Chinese and foreign university libraries;and briefly explain the research content and methods,technical flowchart,and research emphases,difficulties,and innovations.Part Two:an introduction to related theories and concepts;introduce the concept and characteristics of digital resources and related theories of scientific research efficiency as well as the applicability of DEA.Part Three:describe the investigation and design process of “double first-class” university library digital resources and analyze the investigation results.Part Four : use Data Envelopment Analysis(DEA)method to analyze the investment of university libraries in digital resources from the perspective where this thesis is based on.Part Five :conclusion and outlook;based on the analyses of theoretical research and actual investigation in the above four parts,make a conclusion of the main research content and research weaknesses and give a picture of the future development.
