On the objective premise that traffic resources cannot be increased unlimitedly,to maximize the utilization of resources,by adopting effective traffie control methods and management strategies,and making reasonable transformation and construction of traffic infrastructures,is an important measure to resolve the current traffic problems,while the reasonableness and effectiveness of which should be based on scientific evaluation of the traffic system and conditions,and the traffic management department also needs a scientific evaluation method and an evaluation system as a reference.At present,there's little research on evaluation of surface street system in abroad or at home.Most researches are on the evaluation of the service status of interseotions,and are based on mathematic models which are not much in stability and adaptability.In the process of compiling the traffic index,we selected indicators based on'unimpeded projeets' and prineiples of choosing indicators.The urban transportation system will be divided into target tier,criterion tier and index tier,and the target tier is evaluation of iniegrated uthan transport,the criterion tier is divided into ten subsystems,these are traffic management facilities,road infrastructure,traffic safety,traffic order and so on.The indextier has 52 indicators,these indicators are made of 43 quantitative indicators and 9 qualitative indicators.We earried out a detailed analysis for each indicator.We used AHP in determining the weights of index tier to criterion tier,judgment matrix forms will be filled out by experts,then use sum-multiply method to caleulate relative weight,Finally using the matrix multiplication to obtain the absolute weight.At the same time,we use coefficient of differentiation method in determining the weights of criterion tier to target tier.The combination of objective and subjeetive methods can make the weights more precise.We selected these three evaluation indexs-service level index,travel time,system averagespeed,The effectiveness of the evaluation method is approved by simulation studies using Vissim.A software is developed with C++BUILDER IDE and Oracle data base for transport systems,including evaluation functions on freeway and urban roads.The software includes a client module and the background modules:the database module and calculation module.Users can flexibly define evaluation objects according to their needs,with strong portability.Through the design of a reasonable evaluation interfaee,users can easily and clearly know the current or historieal status of the traffic system,and it is easy to operate.Calculation modules run in the background,extract data from the database through the interface to caleulate,and then offer the results to the elient module for display.
