Study On Construction And Evaluation Of Country-Level Agricultural Information Index Evaluation System In Shaanxi Province

Agricultural informatization is the foundation of information-based economy and an important part, is to promote agricultural and rural and rural economic development as an important means. In recent years, in carrying out agricultural information system, the establishment of a provincial agricultural information service system, the construction of the net of agriculture in Shaanxi Province to tap the province's agricultural site group, started the construction of information into the village, they had developed an e-agriculture, nongxintong as the representative of the information service for rural, agricultural informatization to promote rural economic development, increase farmers ' income has played an active role. The main problem at the moment, including infrastructure lag, service system is not sound, construction and application of standards, County (district) of uneven development, etc. To resolve these problems, first on these issues has an objective estimates.This paper takes advantage of the research results about agricultural informatization Index Evaluation System of the domestic and foreign concerned experts, points out the basic principle of performing Study of Construction and evaluation about County-level agricultural informatization Index Evaluation System, according to the province's reality, constructs County-level agricultural informatization Index Evaluation System, presents the method of agricultural informatization division index, Calculation of general index and agricultural informatization Level Evaluation with information index as theoretical foundation. Hoping the initial research outcome of this paper will contribute to the evaluation of County-level agricultural informatization Construction and Application in Shaanxi province and hence the benign development in the whole province. The major contributions of this dissertation are as follows:1. 2. 3.(1)According to the province's informatization Construction reality,based on Six information Elements, referring to the related National Standard, according to the basic principal of Index Evaluation System construction, County-level agricultural informatization Index Evaluation System in Shaanxi province is constructed. This system includes 6 first grade indexes(agricultural informatization Infrastructure,counties and districts portal website construction, agricultural information resource development, agricultural information service organizations personnel,agricultural information technology application,agricultural informatization external environment),and 22 second grade indexes(such as computer popularized rate in rural).(2)Index evaluation system are analyzed and compared with the several usual methods(principal components analysis method, hierarchy analysis, comprehensive socring analysis method).By comparative analysis, comprehensive scoring method is applied as basic research method because it is easy to collect information, compute and popularize.(3)Index weight and index quantification standard are selected by using Delphi. Basic method of comprehensive scoring method, including general index method and sub-item index, is discussed.(4)By example analysis, agricultural informatization construction and application in Xingping is evaluated, and the advantages and weaknesses of it is pointed out.it will provide reference for agricultural informatization construction and application in Xingping.
